A shopkeeper who saw the incident said "At first I thought he was mad,when he suddenly jumped off his bike and ran across the road.And then I saw the child fall.That guy deserves a medal." The bars of the balcony fence are twenty centimeters apart,just wide enough for an infant to crawl through.The local authorities have issued a warring to all families in the building to install safety nets around their balconies.
