助成金を受けられる可能性について言及しているように読めます。 修正版にあるように、助成金の調達はＦＰＡＳＡによって設定された「簡易版獲得規定下限値」を達成しており、また、助成金の獲得は競争者なし、もしくは一団体からの入札を見込んでおり、請願どおりに受け入れられると予測している。 あ、（）の中身は訳してないです！　ＦＰＡＳＡは、Federal～で始まる部分です。（勝手に省略しました） As amendedは、この文書が一度改正されたというように読み取れるのですが、いただいた情報だけだと定かではありませんので、前後の文章と照会の上で判断されてください。 andは並列表記で、expectedの続きです。（たぶん） Expected to exceed～　であり、さらに expected to be awarded～。 助成金を受け取れそうです、という意味かと。
