「as all that」の文法的解釈について。 自分は、この as は前置詞で「～として」の意味、that は関係代名詞、present it as all ～ で「それを（この車を）～であるすべてとして提示する」ぐらいの意味と解釈しました。ちょっと訳しにくい文章ですが、一応全体の訳を考えてみました。 「この車はゼネラル・モーターズが何を達成できるかを示すいい見本だ。そしておそらくもっと前にこんな車を作るべきだったということを示す好例でもある。このタイプの自動車にとって今はいい時期ではないが、GMがこれからの数ヶ月をなんとかのり切ることができれば、それは米国自動車産業とその車にはなんらおかしいところはないのだ（立派にやっていけるのだ）という証しになるだろう」 （Detroits （デトロイト）はこの文脈では「米国自動車産業」を意味します） 今、書き込み直前に見たのですが、No.2の方の解釈も私と同様のようです。

The consequences of our tolerance are spelled out in a recent report by the New York City Police Counterterrorism Department. It focuses on how difficult it is to follow the "trajectory of radicalization"--the behavior and whereabouts of homegrown radical Islamists. That New York report has to be read with the most recent National Intelligence Estimate that the external threat from al Qaeda has not waned despite expanded worldwide counterterrorism efforts. This is the context in which to consider the protests about tightening electronic surveillance, led by the liberal New York Times and the ultraliberal New Yorker and espoused by Democrats who watered down the recent reform legislation--including an insistence that it be reviewed in six months. How far should security concerns impinge on privacy? The administration says the balance has to be recalibrated. The trouble is that the administration has lost much of its moral authority. Most children do not like to hear stories about when they were younger. Infancy is not a blessed state to them, but something to be grown out of and escaped from as quickly as possible.
