a littleの用法？次の大学入試文法問題の解答の理由が分かりません・・・

We should use ( )time we have available to discuss Tom's proposal. a. a little of b.little c. the little d.the little of （慶大） （ ）に入る正解はｄのthe little of のようですが、それはなぜなのか、また他ではなぜ駄目なのか見当がつきません・・・ >結論から言うと、私もこの問題はなぜthe little of になるのかはわかりません。 私としては、the little を入れて、 We should use the little time we have available to discuss～ ＝We should use what little time we have available to discuss～ 「私たちはトムの提案について議論するために、少ないながらもある（なけなしの）時間を使うべきだ。」という意味になるようにすれば一番落ち着くと思うのですが・・・ 助けにならなくて申し訳ありません。

ある問題集を解いてて疑問に思ったことがありました。 近畿大の問題です。 問 Joe Bush, secretary of the Health Department, discussed health care in ( ) to a reporter's question. 選択肢 1 addition 2 comparison 3 proportion 4 response 正解は１のadditionとなっていて、訳は「厚生省のジョー・ブッシュ長官は、記者の質問に加えて健康管理について論じた。」となっているのですが、 これは４のresponse ではダメなのでしょうか？？ 訳も、「記者の質問に加えて」よりも「記者の質問に答えて」のほうが自然じゃないですか？ 解説には、２と３は「in ～to」というかたちで使えるが文意に合わないので不可、と書いてあるのですが４については全く触れていません。response もin response toという熟語がありますよね。 それともこの熟語は本問の動詞discussとは相性が悪いのでしょうか？ ちなみにこの問題集は初版ということもあり、間違い・ミスプリントがかなり多いので、ついこっちが間違ってるんじゃないか？と疑ってしまいます(-_-;) どう思いますでしょうか？教えてくださいm(__)m
