According to the police, 副詞

it would not be【untilthey knew more details about the stolen things】that they would begin to investigate the case.
【】内は時を表す副詞と考えてしまっていいです。

そして、
it would not be that they would begin to investigate the case.
の場合、「彼らが調査し始めることはなかった」となります。

ここに先ほどの副詞を戻すと、
「警察によると、盗まれたものの詳細をしるまでは彼らは調査を開始しなかった。」

構文（公式文）に当てはめるのもいいですが、基本文型にそって分解していくことで暗記量を格段に減らすことができると思います。

省略されていると考えれば、英語特有の言い方です。

[It]は[that they would begin to investigate the case]を指し

示す。
