translate A into Bで「AをBに翻訳する」という意味になりますが、ここで果たして「翻訳する」という日本語が適切なのかどうか考える必要がありますよね。 「翻訳する」という日本語ですが、要は「言葉を変えて分かりやすく言う」とか「分かりやすく言い換える」とかそういう原義の言葉です。 ではここで文脈を見て欲しいのですが 「today's pain を tomorrow's promise に言い換える」ですが、ここで、「問題を公約に言い換える」というのはどうしてもしっくりきません。 こういうときには日本語の意味を替える思い切った跳躍も必要になってきますよね。 こういう感じはどうでしょうか？ （試訳）今日起きている問題を明日の公約に掲げる （さらに・・・） 「今起きている問題の解決を、明日にでも公約に載せる」 「目下進行中の問題を、明日にはその解決を謳っている」 「公約」と語感のいい単語選びが大切ですよね。

今日の（国民が今日感じている）痛みを明日への希望・嘱望に代える・置き換える・・・でしょうか。 説得しうる・説得力のある政治家というニュアンスですから 言い換えることの出来る、とも言えます。

かなりの意訳ですが、 『現在の（改革に伴う）痛みが （日本の）将来の発展を約束するものであることを、（国民に）納得させることができる有能な政治家ですか。』 ではどうでしょうか。 手元の辞書からtodayは現在、tomorrowは将来、promiseは（成功、発展の）約束、persuasiveは、説得力のある等の意味ですが、政治家では説得してその結果納得してもらう力、translateにはchangeという意味を考えました。
