fieldsさんが詳しく回答されていますが、 別の視点から回答すると、 このifは「…だけれども」という譲歩のifではなく、「もし…なら、…とすれば」という条件のifです。 特に、「…とすれば」と意味を捉えれば分かり易いと思います。 特にこの文では、If A, B. となっていて、AとBが対比されています。 Aの"had been -ing"(過去完了の継続用法)で過去のある時点から過去のある時点まで（＝具体的には"has moved front-and-cetner now"する直前まで）を表し、 それに対して、Bの"has moved ... now"(現在完了の完了意用法)で丁度"move"したことを表しています。 また、 Aの"simmer(ing) in the background"に対して、Bで"move(d) front-and-center"と対比しています。 以上、もちろん「もし…なら」(条件)でも解釈できますが、ifを「…とすれば」(条件)と捉えれば分かり易いと思います。 「…とすれば」(条件)とすると分かりやすいかもしれない例文としては私の辞書では次のようなものがありました。 If you're heading east, south is on your right.
