こんにちは。 ＞　Students with proper ID are entitled to discounted (rate, rates) at the rentals. rate というのは辞書を引くと、 rate https://dictionary.goo.ne.jp/word/en/rate/#ej-69311 上記の語義1a で、「（単位当たりの）料金，値段」ということですね。 rental というのがちょっと分かりづらいですが、 rental https://dictionary.goo.ne.jp/word/en/rental/#ej-70610 この語義2の、「((特に米))賃貸［賃借］される家［車］」ということでしょう。 そこでお示しの文を翻訳すると、 「正規の身分証明（書）を持っている学生は、（賃貸業者で）割引価格で賃貸できる資格がある」 といった意味になりそうです。 さて、お尋ねのrate か　rates かですが、仮に　rate とした場合、どんな文になるでしょうか？ Students with proper ID are entitled to discounted rate at the rentals. となりますね。でもこれは文法的に間違いなのがおわかりでしょうか？ 上記リンクのrateの語義を改めて見てください、「（単位当たりの）料金，値段」という語義の直前に、四角形で囲まれたCという字がありますよね。これは可算名詞つまり、数えられる名詞という意味のことはおわかりでしょうか。 可算名詞が単数で使われる場合、定冠詞theがつくとか、myなどの代名詞の所有格がつくのでなければ、不定冠詞aがつかないといけないというのが基本のルールです。ですので、もしも括弧内に単数形のrateが入る場合には、discounted rateの前に、a がついて、 Students with proper ID are entitled to a discounted rate at the rentals. とならなければいけません。 これに対し、ratesを入れた、 Students with proper ID are entitled to discounted rates at the rentals. にはそういう文法的な問題はありません。 これがratesが正解の理由です。ご参考になれば幸いです。
