(新校舎は来春までには完成の予定である。) [are expected to be]の解釈の仕方が分かりません。 [are expected]を受動態と考えて「予期される」とすると、 [to be completed]はどういう解釈をすればよいのでしょうか？ 長くなりましたがよろしくお願い致します。

It is unlikely to rain. aは確実に合っていると思います。引っかかるのがbとcです。 bは辞書をひく限り「It is probable that節」はあるけれど、probable toという使い方は載っていないし、cはIt threatened to snowで「雪が降りそうだった」という例文がありましたが、「It is threatening to rain today.」は、なにか変な気がします。「cのここがこうだからここが違う」と断言できればよいのですが、それができないので、どなたか教えて下さい。やはり、辞書に載っていないbの文が間違っているのでしょうか？あと、間違っている英文を正しい文に直していただけたら幸いです。
