前半を誤解しているから後半と繋がらないのだと思います。undocumented immigrants、直訳すると「証明書を所持していない移民」ですが、つまり「不法入国者」のことを穏当な表現としてこう言っているのです。既に1100万人から1200万人こういう人がいるということです。 後半は、この大量にいる不法入国者に市民権を与える方法を…ということです。
