最初の have it は make it なんかと同じで状況の it が目的語になっているとでも説明するしかないでしょう。
というか成句として覚えてください。
make itと同様いろんな意味になりますが、
ここでは「勝つ、優勢である」

Rumors have it that SV も
同じ have it の成句で「言う」の意味となり、
that 節を目的語に取る。
かと言って SVOO というわけではなく
（人にものを...じゃないので）
have it で一つの動詞みたいなもの、
あるいは it は形式目的語的と言えなくもありません。
まあ、文法的に説明するのは無理です。
