releaseとownerの意味を教えてください

ソフトウェアを利用する部品の品質管理の手順ですが、以下の分のreleaseとownerが何のことかわかりません。 単純に販売とも所有者でよいのでしょうか。 　 The configuration elements includes the description of the owners of the configulation elements. Changes to CM elements must be reproducible and released by suitable measures. Test cases performed are logged in test logs. The creation of assessment results must always be location- and domainspecific.
