    もう立派な訳がついているので蛇足です。     FBI が市長の回りの人間に(職務)質問をしているそうだ。何かやましいことを市長はやっているに違いない。     人によってはそれに(=市長が悪事を働いているということに)反対するかもしれない。(曰く)たしかにおっしゃる通り FBI は、市長のスタッフに質問をしている、しかし、なぜそれが彼が(=市長が)不正を働いていることになるのか?     こう言った自分(=市長が何か悪いことをしていると言う人)の理由を弁護するために、最初の人は、「いやね、火のない所に、煙はたたぬって言うからね」と諺を引き合いに出すかも知れない。
