整序英作文です。教えてください。

基本的に #1 の方の考えでいいのですが， The people who have retired of 60 age or under can not apply for the loan. とすると，retired of とつながっているように感じられ，おかしくなります。 The people of age 60 or under who have retired can not apply for the loan. として， people ＋ of age 60 who have retired と並べます。 前置詞句と関係節両方で名詞にかける場合，前置詞を先に持ってくると 自然な英語になります。 それと，the age of 60 と同じ意味になるのは age 60 です。 number 7 と同じ要領です。 people under the age of 60 or who have retired が正しくないのは内容面もありますが， 文法的に people という名詞を修飾する under ... という前置詞句 who ... という関係節 これを or という接続詞でつなぐことはできません。 ともに名詞を修飾するという点では共通していますが， 並列に並べられる次元のものではありません。 あらためて正解を書くと The people of age 60 or under who have retired can not apply for the loan. 意味は #1 の方のおっしゃる通りです。 "people of age * or under who" で検索すると，少ないながらも使用例が見つかります。

People who have retired or under the age of 60 cannot apply for the loan. 定年退職後の人がローンを組めないのは解りますが、なぜ60歳以下の人もだめなのか、判然としませんが、取り敢えず文としては成り立つと思います。

ぱっと見て思いつく訳は、 ６０才にならずに退職した人は年金かなんかを申請することはできない って感じですね。 これに当てはまるようにまずは整えてやります。この段階では 間違っててもＯＫです。 The people who have retired under 60 age can not apply for the loan 残ったのはor と of The people who have retired of 60 age or under can not apply for the loan ってな感じでしょうかね。 of ～age で 何歳で。 例 of all ages あらゆる年の under age 未成年の だから、「６０歳か其れに達していない年で退職した人は、 その融資に申請することができない」～って感じかなぁ underの後には60 age が省略されていると考えます。 これしか考えられないですね。
