Is 'In no branch of social and economic development' included in 'in its roads'? Or does it include it?

順序は逆になりましたが，今度は質問１です。 No mountain in Japan is as[so] high as Mt.Fuji. このような英語を高校では必ず習います。 これは no other mountain in Japan としてもいいのですが， 「日本のどの山も富士山もど高くない」 「日本には，富士山ほど高い山はない」 ここでも質問１の点が出てきます。 no を訳出するのに「高くない」とするか，「高い山はない」とするか。 どうですか，富士山は当然，日本の山の中に含まれます。 今回の英文でも，roads というのが branch of social and economic development「社会的経済的発達分野」 の一つなわけです。 さまざまな分野がある中の一つの分野が「道路」という分野。 ここでも in no other branch と補うことができます。 no があったままだとおかしくなるので， roads が branch of social and economic development に含まれる ということになります。 ついでに，質問３にお答えします。 上の富士山の例文は「富士山は日本で一番高い山だ」 Mt.Fuji is the highest mountain in Japan. という最上級と同じです。 今回も「道路が一番劣っている」という最上級と等しいです。
