The park is famous for its cherry blossoms. 「その公園は（その、当の公園の）桜の花で有名だ」 英語では「自らの」という意味で its が置かれます。 現実の英語ではなくてもいいという話もありますが、学校文法ではここで英語では所有格をつけるんだよ、というお約束になっています。 実際、その方が整った英語です。 do my homework とか、自然に所有格をつけるくせをつけましょう。 大文字 Father なんかも使わずに my father とてください。

そのとおり、it の所有格です。 it = Japan its = Japan's it's としてはダメ。
日本政府が「自らの」意見を～という文章なので 「自らの」という部分を主張するために「its」が必要となります。 itsが無いと誰のview on the economyかがあいまいになってしまいます。
