hard moneyとは簡単に言うと通貨ではなく金や銀などを通貨の代わりに利用できるものを言います。(現在では、ドルや円等の世界どこでも流通する(価値のある)お金のことを言います)いわゆる金本位制と直結する制度です。日本の場合は物の価値をお米にして評価していましたが、お米をもって買い物をしていたわけではないので、吉宗が行っていた、金銀の価値を安定化させる政策が、hard money policyかというとちょっと?です。当時は金銀が通貨そのものでしたのだから。。。。

吉宗の時代、金貨はありましたが、銀はcirculated as unminted lumpsと説明してあります。 銀貨の鋳造は少し経過して田沼時代になってからです。 ヒントにはなります。
