英語の問題というより、著作権の問題という気がします。 ウェブ上の写真を元にしてイラストを描いたとして、それが著作権の侵害になるかどうか、という問題ですね（しかも、描いたものを商用利用できるかどうか）。 私の素人考えでは問題ないように思いますが、詳しい知識のある人の考えを知るには、カテゴリーを変えて質問しなおしてみてはいかがでしょうか。 そのページを眺めた範囲では、商用利用に関する規定などは見当たりませんでした（もっとも、購入した場合には別に規定があるのかもしれませんが、そこまでは分りません）。

解答いただきありがとうございます。 写真を元にイラストを描いてもよいか？というのは、 著作権法では改変にあたり、基本的には許可されない行為です。 しかし、 写真素材サイトなどでは、自由に描いてくれてかまわないという態度の方や、 初めからクリエイティブ・コモンズライセンスで公開してあるものもあり、 今回はそれが分かりませんでした。 見ていただいた件のサイトですが、そもそも商用利用に関する記述がないとなると、 直接メールするしかなさそうですね。 翻訳英語で頑張ってみます。 ありがとうございました。
