定冠詞theの使い方がよくわかりません。

しろうとですが前座として回答してみます。 文の書き手が、その名詞の実体（中身）に意識を向けているからです。（その名詞の実体が意識されていないとナンセンスな文になってしまうとも言えますが） そして、このことは書き手と読み手の間で暗黙のうちに了解されています。 (1) From the standpoint of strengthening THE international competitiveness of Japan, they compiled another report. 「日本の国際競争力」の中身が意識されています。 (2) They develop technologies for dynamic networks that will dramatically improve THE efficiency of information transmission. 「効率」に意識が向けられています。 (以下略）

似たような文脈でもtheが使われてたり使われてなかったりして、nativeでも説明できない場合があるってことを考えると、この件に関してはあまり明確なルールがないような気がしてきました。そこでこの「実体に意識を向けている」というご説明はなかなかこのはっきりしないルールをうまく表現できているような気がします。そこでもう少しお聞きしたいのですが、「実体に意識を向ける」というのは具体的にどういうことなのでしょうか、笑？話者がその名詞の意味する具体的な内容を認識している（例えば国際競争力の例で言えば、なんとな～く国際的な競争を意味したのではなく、国際競争力を高めるために日本が今までに実際にやったことやこれからやっていこうとしていることを知っての上で話しているとか）という意味なのでしょうか？
