launch はロケットなどを発射台に乗せて打ち上げ可能にする状態を表すとともに、事業などをスタートさせる（稼働させる）という比喩的表現でもあります。 エアバスは再建計画があることから、後に続く文章の「エアバスの将来の成長と拡大」なども考えて、launch aid は「再建支援」（事業化に関する手当）とするのが無難ではないでしょうか。 公的資金を投入してまで一企業を支援する必要があるのか、そのメリットと合法性を考え、そういう長期的な作戦をとった場合について考察しているわけです。

回答ありがとうございます。 その記事を見て、意味が判らなかったのです。 launch customerはその意味です。 結局同じなのですね。新型飛行機を事業化するのに、事業化を決意させるお客さんが必要で、そのお客さん獲得に支援する、補助金を出すという意味に思いました。

that account for a good deal.の訳がどうして 「それで説明がつく」なのかわからないです。 iPhone翻訳アプリだと 「それはいい説明は良い取引です」ますますわかりません。
