こんにちは。 なるほど reduce も decline も両方ともに自・他動詞の意味がありますから、ごもっともなご質問ですね。 自・他動詞のことはちょっと置いておいて、reduce vs decline の「イメージ」についてお話しさせて下さい。 ・reduce とは「故意に無理矢理に減少」という意味です。体重とか過剰人員とか。 ・decline とは「自然に勝手に減少」という意味で、人口とか人気であるとか。 例えば「値下げ断行！」という場合、必ず price reduce です。何故なら、店主が「集客のために故意に品物の価格を調整して下げる」からですね。「体重」も同じで、ダイエット努力して無理矢理でないと自然には減少しないものですよね。 ところが「先物相場下落」という場合には、price decline です。これは、「誰かが故意に値を下げているのではなく、先物市場の相場原理によって、こちらの意思とは裏腹に自然に勝手に下がる」からです。要するに「不可抗力」です。「人口」も同じで、「自然減」と言いますよね。 つまり： ・reduce ⇒ 何かを故意に無理矢理にでも下げる、減らす。つまりこちらからすると、「能動的な減少」。 ・decline ⇒ 何かが自然に勝手に下がる、減る。つまりこちらからすると、「受動的な減少」。 、、、という「イメージ」なのです。ご質問のケースを当てはめると、減少するのは「客足」ですよね。「客足」というのは「故意に減少」するものか「不可抗力で減少」するものかと考えると、残念ながら後者、すなわち「景気後退を受けて、こちらの意思とは裏腹に勝手に少なくなってしまうもの」ですよね？ だから decline なのです。これだけで大抵の区別はできるハズですなのですが、いかがでしょう？ こういう場合にはどうか？というようなご質問あらば、何なりと。

reduce (=make less or smaller) は普通は他動詞です。検索すると圧倒的に他動詞「減らす」の使用例が多いと思います。 辞書的には自動詞 (=become smaller or less) の意味も書いてありますが、使用例は限られています。私が気づく範囲では reduce to (Cong-led Goa govt reduces to minority. You should know that after every twenty seven years the value of a building reduces to zero value in US.) はよく使われます。表現の簡潔さを狙って「他動詞が自動詞に変化した」みたいな特殊用法ですね。 decline (=grow worse, decrease) は自動詞として「自然に減る」意味に普通に使われます。（他動詞として使うと、断る (=refuse politely) の意味となります。）

そもそも reduce…他動詞（減らす、減少させる） decline…自動詞（減る、減少する） ですから、この文では自動詞として使われているのでdeclineです。

こんにちは！ Reducde は減らす、といった意味で、The Helmet law should reduce injuries in motorcycle accidents. （新しいヘルメットに関する法律はバイク事故を減少させる見込みである）や The new bridge is expected to reduce travelliing time from 50 min to 15min. （その新しい橋は通行時間を従来の５０分から１５分に減らすと期待されている）というように使います。 そしてDeclineは減らすでは無くてむしろ減るですね。 American doller will probably decline in the near future.など、あとは質問者様の問題の文章ですね。

reduceは 誰かが下げたから 下がった declineは 環境とか状況が影響して 下がった だと思います(´＿｀。)
