こんにちは♪ 「長距離電話というのはお金がかかるものなので、電話をかけるまえに用件をちゃんと整理しておき、電話をかける先の相手がちゃんとあちらにいることを確認してから電話するべきです。」 このoneは、"（電話をかける）人"、つまり"あなた"のことです。 PS...この英文、あんまりいい文じゃないですよね^^;
