このonlyはどこにかかる？
今朝のジャパン・タイムスの一面に載っている記事です。 Nationwide the number of people killed or found dead was 233,which was second only to a total of 281 killed or found dead Nov. 23,2006. この文中のonlyは「まだ11月23日からわずかの日数しか経っていないのにもうあの時に並ぶような数の死者が出た、というニュアンスで加えられていると思ったのですが、それでいいのでしょうか。 この文章の日本語訳はどのようにすれば自然でしょうか？

「国全体の死者の数が233人に達し，（一日規模の死者としては）2006年11月23日の281人だけが匹敵するものであった」 すなわち，2006年11月23日に281人の死者が出て以来では，一日規模で最大の被害だった，ということです。
