この文を2つに分けると August 15 is a day. と We cannot forget it(=the dayつまりAugust 15 という日）. に分けられますよね。forgetの後ろには「その日を」という目的語が来るわけです。ですから、この2文をくっつけて1つにする場合は、あくまでも「その日」という名詞に置き換えるためのthat もしくはwhich しかダメなのです。 when が使われるのは日本語でいえば「その日に」に当たる文と合体した場合ですね。例えば August 15 is a day when we cannot forget what happened. この文は2つに分けると August 15 is a day. We cannot forget what happened on the day. となりますから、on the day = when となるわけです。

No2の人の解説が正解です。 先行詞a day はforget の目的語にあたるので 目的格の関係代名詞のthat またはwhich が正解です。 しかも目的格の関係代名詞は省略可能です。 when はダメですよ。

基本的に、when 以下は完全文である必要があります。つまり関係副詞なのです。when we cannot forget の後に何もないのでこけそうになります。

多分「忘れられない日」が時（august 15）なので、なんとなくWhenでもいいような気がしちゃうんでしょうね。 Whenでは間違いになります。....when we cannot forgetとすると意味が完全に変わっちゃいます。 「私たちが忘れることが出来なかった時、8月15日は一日でした。」 ね？なんか、私たちが健忘症になったときだけ、8月15日は一日として認めらる、みたいなへんてこな意味です。 関係代名詞（that、which）以下の分は、その前文のより詳しい説明なんだと考えてください。質問の英文の正しい訳は 「8月15日は、私たちが忘れることが出来ない日です。」 thatとかwhichが関係代名詞で使われたときは、＝という意味、役割を持つと考えるとわかりやすいかもしれませんね。 例えば August 15 is a day ＝ we cannot forget 日＝忘れられない I found the camera which you were looking for →I found the camera ＝ you were looking for カメラ＝あなたが探していた Do you have a pen that you don't need? →Do you have a pen ＝ you don't need ペン＝いらない Whenは「～の時」という条件を表現するので、限定的です。つまり「＝」ではないですね。

こういう問題に出会いました。 He is the only one of my friends that (is , are) talented. 訳) 私の友人で才能があるのは彼だけだ。 この括弧の中のisとareの2つから適切なものを選ぶ問題なのですが… 私はareを選択したのですが答えはisでした。 なぜisと言えるのかがわかりません。 私は関係代名詞『that』の先行詞が『my friends』だと思ったので『are』を選択したのですが、 解答が『is』であるということは、正しくは先行詞は『the only one of my friends』となるということでよろしいのですよね？ でも『my firiends』を先行詞にして、『才能がある友達たち（my friends that are) talented）』の『たった1人（the only one of）』としても問題ないと思います。 でもそれを間違いとし、解答が『is』でなくてはならない理由はなんなのでしょうか？ どうぞよろしくお願い致します。
