＞最後の「Say!」はこれで用法としてあっているんでしょうか。 どういう意味で使うかによりますが、”今のこともう一度言ってみろ”とか”あれの言ったことわかんない”ならありかも知れません。登場人物によります。

B: I can't understand what you're saying. この文章の場合は、ぼんやりとした「相手の言っていること」を指していると思います。 そうすると、know は一点を指すイメージがあるので、自分はBの cant understand のほうが自然に感じます。 また、「相手の言っていること」の表現方法もAとBでは違います。 what you say と what you're saying では表す内容に大きな違いはあるのでしょうか？ よろしくお願いいたします。
