ofについて
この"of"は、どんな意味なのでしょうか？ The problem is that Washington's goals of defending itself while spreading democracy and human rights have become detached from a system that could deliver on them. "of"の前後が同格ならば、"goals"を複数形にして"Washington's goal of defending itself"になると思うのですが。もし、「それ自身を守ること」が目標（goal）ではないとすると、この諸目標（goals）とは何なんでしょうか？色々と考えたあげく、"defending itself"は大目標で、"democracy" and "human rights"が、大目標を達成するための小目標（手段）なのかな、とも考えたのですが、、、。 "of"の用法が分からないために、意味が分かりません。 どなたか、お教え下さい！

The problem is that ... の that 節の主語は (Washington's) goals で、その中身が defending itself while spreading democracy and human rights 「民主政治と人権を広めつつ、自らを防御すること」 ですから、目的は二つ defending itself と spreading democracy and human rights というわけで、goal は複数形となります。

＃１です。ご質問の意味が分かりました。（補足を読んで改めてご質問を読ませていただきました。年を取ると注意力が散漫になるようです(x。x)゜゜゜） そうですね、ここでの whileは、「それと同時に」とか「そして」くらいの意味でしょうから、and や at the same time に置き換えて考えるといいんですね。

ご質問の文言がよく分からないのですが、問題ない英文と思われます。 同格のofと解釈してよろしいかと思います。 問題は、民主主義と人権を広めてきたがために、政府を護る「という」到達点（目標）が、当初期待していた形態とはかけ離れたものとなってしまったということだ。 くらいの意味にとれると思います。動名詞の複数形はありませんから、単複の問題は生じないような気がしますが。
