和訳がわかりません

As a rule,in the case of lodgings of whatever kind they may be,low prices mean poor quality, whether of service,food, or accommodations. この場合のwhateverやwhetherの品詞がわからず、うまく和訳できません。よろしくお願いします。

hatever+名詞/whichever + 名詞など :複合関係形容詞 Whatever + 名詞 = any + 名詞 + that→「どんな-で も」 whether:→「-でも-でも、-であろうが-であろうが」 接続詞ですが面白い文ですね。副詞のように使われている ようです。 of service,food, or accommodations→qualityという 修飾関係ですね。 「概して、それがどんな種類であっても旅館の場合は、 値段が安いのはサービスであろうが、食事であろうが、 施設であろうが質の低いことを意味する。」 *値段が安いと「安かろう、悪かろう」と考えますよね。

原則として、どんな種類であれ宿泊設備の場合、低価格はサービス、食べ物、または設備にかかわらず低品質を意味する。
