>Through the apparatus of science and measurement, the indicator* displaces judgment from governing bodies onto the indicator* itself, which establishes standards for judgment. Nevertheless, indicators* are inevitably political, rooted in particular conceptions of problems and theories of responsibility.

Sarah Dadush presents a study of the development and use of indicators and related reporting systems in social impact investing, through the Global Impact Investment Rating System (GIIRS) and the Impact Reporting and Investment Standards (IRIS). Social issues are coming to be weighed in commercial investments, while market values are increasingly inserted into philanthropy. In this dual process, quantification and the emulation of commercial ratings and ccounting make specialized “investment impact” indicators increasingly significant as bridging and blurring devices. In this dual process, quantification and the emulation of commercial ratings and ccounting make specialized “investment impact” indicators increasingly significant as bridging and blurring devices.

In sum, the expansion of the use of indicators in global governance means that political struggles over what human rights or corporate social responsibility means and what constitutes compliance are submerged by technical questions of measurement, criteria, and data accessibility. Political debates about compliance shift to arguments about how to form an indicator, what should be measured, and what each measurement should represent. These debates typically rely on experts in the field of measurement and statistics, usually in consultation with experts in the substantive topic and in the national and international terrain. They build on previous research studies and knowledge generated by scholars. The outcomes appear as forms of knowledge rather than as particular representations of a methodology and particular political decisions about what to measure and what to call it. An indicator provides a transition from ambiguity to certainty; from theory to fact; and from complex variation and context to truthful, comparable numbers. In other words, the political process of judging and evaluating is transformed into a technical issue of measurement and counting by the diligent work of experts.

The political fragmentation involved in the baku-han system naturally made for an irrational duplication of administrative functions, and inevitably produced an overabundance of officials. However, it also gave the entire country the elementary political disciplines of effective law and order and tax collection, not only at the local-regional but also at the local-village levels. Moreover, despite the regionalist and pluralist assumptions of the system, resemblances between one governing authority and another (i.e.,han and han, han and bakufu) were sufficiently close to create a common political culture, an experience of government which was shard across the nation and which affected all classes. Willingness to obey the commands of official superiors, even in the matter of taxes, and the existence of a common political culture, enabled the country’s leaders after 1868 to proceed rapidly with their self appointed task of building a unified and progressive nation state.

For a long time, airlines in China have heavily relied on travel agents to sell their tickets, resulting in the control of air ticket prices falling behind the price loosening mechanism. Due to the lack of traffic right allocation standards, airlines in China have to adopt price strategies to compete with other transportation modes in order to increase their market share. Consequently, price wars always lead to certain chaos in the market and some major losses for the airlines themselves. The air transport market in China is dominated by a few large airlines such as Air China, China Southern Airlines, and Eastern Airlines, which is a typical monopoly phenomenon. Under this situation, the price of one airline will inevitably influence the ticket pricing of its competitors and the structure of the entire market. Therefore, airlines should consider the corresponding actions of the competitors to ensure stability of the entire market when deciding ticket pricing strategies. In order to solve this problem, the game theory can be used as an effective approach.

Only with such a rapid devaluation of the value of labour-power and a corresponding increase in the exploitation of labour can profitability recover . It is only in this way (i.e. through a large depreciation of capital and a simultaneous increase in its profitability ) , that Greek capitalism can emerge from its crisis and resume the process of capital accumulation (i.e .economic growth ). But , as already explained , this requires a deep recession of a long duration . In addition , the restart of economic growth does not mean the end of austerity but the opposite . In order to sustain the capital profitability , austerity should be continued and deepened . Otherwise the recovery of capitalist accumulation will stop again and recession will return . Finally , even when the process of capitalist accumulation restarts , this will happen with the Greek capitalism downgraded and weakened within the international capitalist system . Summarising , the whole project is very ambitious and risky because economic activities and social balances are violently disrupted . This turns the crisis from primarily economic to social and political , which can lead , at any time ( even in phase where normal economic growth might seem restored ) , to uncontrolled socio-political explosions . Nevertheless , the Greek and EU ruling classes know there is no alternative . The Keynesian view of anti-cyclical policy and mild austerity -because even Keynesian scenarios (at least the serious ones ) provide for some kind of austerity -has already been used at the outbreak of the global crisis and shown that it cannot resolve the crisis .
