「補足コメント」を拝見しました。 ＞「決定に待つ」とは如何いう意味でしょうか？ ⇒「判断や裁断を仰ぐ、頼りにする」というような意味のつもりでした。ただ、この意味の場合は「沙汰を俟つ」のように「俟つ」と書くのがいいようですね。 byの対訳「～による・よって」の反復をさけるために、こんな言い回しを使ってしまいましたが、あまり適切ではなかったかも知れません。 どうぞ、「政府間の協調的決定をまつ（こと）以上に」、あるいはもともとの形に戻して「政府間の協調的決定による以上に」その他、お好みの訳文をお取りください。

まず、全体的な印象から １。 正しい。 ２。細かい点では、「非人格的権力」を人為的に作り上げていない権力、にする 最後の文は「かつて」と「今」で、前半と後半の対比をはっきりさせる ３。という好みの問題ぐらいでしょう。

What it a unitary system? A confederal one?という質問があったので、下記の文章を探しました。 英文が長くて申し訳ないです。 参考にしたのは２段落目からです。 The issue was resolved through compromise, the first of many at the Convention.
