以上が直訳

ポイントは、

Single-Use Plastic Bags　スーパーのレジ袋　（一回限りの使い捨て）
reusable plastic bags 　塩ビのエコバック　（何度でも使える）

の違いはあれど、両者はプラスチック製品でリサイクル可能な代物ではない。reusable bagsとrecyclable bagsとは意味が違いますよ。何故、リサイクルが不可能な物がリサイクル品の中に入っちゃうんですか？

　と言うことは、
　この法案は、プラスティックの袋の方がリサイクル内容が低い、と言ってるくせに、紙袋を使い人を不当に扱っている、と紙商売の連中は、文句を言ってる、と言うことでしょう。
