is able to の後，understand people in other countries, and ... see ... というふうに，able to に対して（understand ... and see) です。 その see という動詞に，前から with this understanding （もちろん，前の understand people in other countries のことです） このような理解をしながら see ～「自らの長所・短所を見る」 さらに，with ～がついて，「～目的でもって」 同じ with で前後から see を修飾する形になります。 同じ with でも上で述べたように意味合いは違います。 同じ with を使うのは避けた方がいい，と言えなくもないですし， やむを得ないとも言えます。 なかなか隅から隅まで推敲するわけにもいかないでしょうし，やむを得ないでしょうか。 おかわりだと思いますが，devoto A to B「A を B にささげる」で to は前置詞なので ing がきています。
