こんにちは。 訳は「～のようです」で合っています。 日本語は主語がなくても意味が通じますが、英語は主語がないと成立しない言語なので、便宜的にthereを主語にしていると考えると良いと思います。 It rainsのitと同じ使い方です。

「seem」の意味はお分かりですよね。 1. He is a boy.（彼は男の子だ。） 2. He seems to be a boy.（彼は男の子のようだ。） この１と２の関係と以下の３と４の関係は同じだということです。 3. There is a mix-up.（混乱がある。） 4. There seems to be a mix-up.（混乱があるようだ。） 以上、参考まで。

A couple does not have to argue for there to be problems. 「言い争っていない夫婦も問題を抱えていることがある」 上の文ですが、文法的にどのように解釈するのか分かりません。 A couple does not have to argue までで、SVの第一文型で、 残りは副詞句ですが、forが前置詞なのか副詞なのかが分かりませんし、 there to be problemsという箇所につきましては今まで見たことがなく解釈できません。
