It was no accident that the new American republic promptly acquired a senate, a capitol, and an eagle for its emblem. These were all conscious borrowings from Ancient Rome, another great republic that became an empire, and reflected the Founding Fathers' interest in the United States in turn becoming what Alexander Hamilton called 'an empire in many respects the most interesting in the world'.

in turn には「順番に」という意味の他に「その結果」(=as a result) という意味があります。この文章ではそのように理解すると良いと思います。

ローマ帝国 ... from Ancient Rome, another great republic that became an empire, がありますから、同様にーーの意味のin turnで、There were all conscious borrowings from ... and reflected the Founding Fathers' interest in the United States in turn として、great republic=帝国となったローマ共和国と同様、アメリカも大いなる「帝国」となるという意味です。ですからハミルトンの引用は"called 'an empire ... the most interesting in the world"なわけです。 以上、ご参考になればと思います。
