1) come ahead of は「・・・に先立つ」という熟語です。 2)on the conflict in Syria は gatheringにかかっていて、これは会合という意味です。  gathering にはさらにinternational と in Tunisia というのもかかっています。  ちなみに、gathering(会合) on ...やconference(会議) on... の on は 「...を議題とした(会議/会合)」という意味です。 つまり、  "His comments come ahead of an international gathering in Tunisia on the conflict in Syria." は、  「彼のコメントはチュニジアで行われるシリアの内戦についての国際会議(会合)に先立ったものである。」 と訳せます。 意訳するなら、  「国際会議を控えての発言である」 などにすると日本語として自然かなと思います。

とっても分かりやすい説明をありがとうございます! 質問した件は、納得して解決したのですが、もう1つ質問してもよろしいでしょうか>< in Tunisia と on the conflict in Syriaのように、 前置詞句や副詞を並べる際の順番などは決まっているのでしょうか?。。 文法書などでは副詞の場合「様態→場所→時」の順番で置くように、などと書いてあります。 また次にこのような文に会って、 どの単語がどの部分にかかるのかが分からない時に参考にできればと思いまして。。 文脈で判断するしかありませんかね><

It had constituted the vilayet of Hejaz, but during the war became an independent kingdom under British influence. The terms of the Treaty of Sèvres were far more severe than those imposed on the German Empire by the Treaty of Versailles. France, Italy, and Great Britain had secretly begun the partitioning of the Ottoman Empire as early as 1915. The open negotiations covered a period of more than fifteen months, beginning at the Paris Peace Conference.
