they possessがかかってるのは、the attributeですね。 they possessのtheyはentitiesです。 先行測定が実施されない場合、観測は本質とそれら(本質)が所有する特性を理解しようとする自然なプロセスで構成する。 という意味ですね。 先行測定なしの場合、「本質と本質が所有する特性を理解しようとする自然なプロセス」で観測(直接測定)を実施する、という測定手法を説明した文だと思います。 ご参考まで。
