Chinese state media immediately blacked out the news and Chinese government censors blocked Nobel Prize reports from Internet websites. China declared the decision would harm its relations with Norway — and the Nordic country responded saying that was a petty thing for a world power to do.

この英文記事の２番目の文の後半の文法的構造と訳が正確に分かりません。
どなたか教えていただけないでしょうか？

the Nordic country：the ...と特定されているので「ノルウェー」のこと。
responded saying ...：...と言いつつ応じた。
saying は付帯状況（同時進行）を表す分詞構文。
「言う」ことが「応じる」と同時に進行している。
すなわち，言うことそのものが応じること。
ここでは responded by saying「言うことによって応じた」としても同じ。

a petty thing は「ちっぽけなこと」
for a world power to do の部分は
文法的には thing にかかる形容詞的用法とも言えますが，petty という形容詞にかかって，
「大国がするにはちっぽけなことだ」
a world power は暗に中国のことを言っていますが，a ですので
「大国の一つ」

そんなちんけなことを大国と列せられる国がするというのか。

ノルエーはそんなことは大国がやることとしてはつまらないことだと言うことを答えた
意訳すれば
ノルエーは答えて言った　そんなことは大国がやることとしてはつまらないことだ
継続用法で表記すれば
and the Nordic country responded , saying that was a petty thing for a world power to do.
となるんでしょうね　そうすれば文法的構造もわかりやすいかな
to do は　a world power を修飾しているなんてことなども
いわなきゃならないのかな

the Nordic country = Norway
responded saying の部分は、（あまり文法は分らない者ですが） 現在分詞というものではないかと思います。
respond と saying は時間的なズレがない。
a world power = China

訳としては、「そしてノルウェーはそれに対して、中国のような大国がそんな態度に出るとは遺憾なことだ、と述べた」 とでもなるんじゃないかと思います （もっといい訳をされる回答者がおられるかもしれません）。

なんとなく分かってきましたが、私は
「(that)以下を(saying)することで返事をした(responded)」
のように感じてきました。訳がうまくいきませんが。
回答者さんの訳はうまく出来ていると思います。
