返事が遅くなり、申し訳ありませんでした。 No5さんの問2に対する回答が適していると思えます。 周りの外国人に色々聞いてみたのですが、結論として言えるのは、on the priceはそれが慣用句ではなく、熟語、慣用句の一部、動詞(例：come down, effect)+onのあとに来る名詞the priceであり、at the priceのように金額そのものを指していない、またはat the priceのような使われ方はしない、と言う事でした。意味がわかるでしょうか？ on the priceと言うふうに、考えてはいけないわけですね。 ちなみに、come down at the priceでも、やはり意味はわかるが、あってるか間違っているかと言われたら間違っていると言う解答でした。彼らの考え方として、come down, at the priceとは考えられないと言ってました、come down on, the priceのように、またNo5さんが言われるようにcome down onで考えないといけないようですね。 散々、待たせたあげく回答になっているでしょうか？回答が遅くなったのは、本当に申し訳ありませんでした。

お返事が遅くなってすいません。 １．TOEICやTOEFLなどの問題であれば、深入りした意味は必要はあまりないと思いますので、そのまま読めばいいかと思います。 「経済学説は無料商品の雨や日光と同じように鉱物資源の鉱床を分類します。」 雨や日光は自然のものです。鉱物資源の鉱床も同様だと主張しているのでしょうか。訳す問題はないと思いますので、どこの問題でしょうか。リーディングの一部でしょうか。 ２．出題者はbacknumberさんのような間違い（ごめんなさい。私のような---に訂正）を期待して出題しているのでしょう。特にTOEICの方は日本人とか韓国人とかその辺の言語を話している人が犯す問題を出しやすいとか聞いたことがあります。priceの前に一番出会う前置詞はatだと思います。at a price（相当な額）,at any price（ぜひとも）, at the price of(at the cost of 犠牲にして)など。ところが、問題はcome down onの熟語を知っているかなんですよ。知らなかったらお手上げっていうことです。 ３．send over to send+IO（間接目的語）+DO（直接目的語）[第４文型]→send+DO+to[第３文型] 例：I sent her a parcel.→I sent a parcel to her. 問題の文は、I'll send the document a messager.（書類に配達人を送ります。？） sendは、参考URLを参照してください。forを取るグループではないはずです。そこでおかしいと言っているわけです。 overと言うのは副詞です。なくてもいい要素で、I sent her a parcel.をI sent a parcel to her. にoverを付ければ、I sent a parcel over to her.になります。この場合は、I sent over a parcel to her.とoverの位置は比較的自由ですが、目的語がアクセントを持たない代名詞herなどは、I sent her over.でI sent over her.ではふつうないです。 補足の例文ですが、辞書でもsend him to collegeは載っています。send him to hospitalなども言えることでしょう。collegeやhospitalがLondonやaffiliate programsなどであっても場所で共通しています。場所と言っても建物ではなく、大学入学や病院入院、そのプログラムをやっている人たちのところを言っていると思います。厳密の意味ではモノではありません。 sent over to a secure serverもSSLとかの機能的な面を重視しているか思います。 以上個人的見解を中心に述べましたので、ご了承ください。
