　No1です。経済の知識があまりないということでしたね。厳しいことを言うようですが、この文章は本質的に難しくありません。せいぜい、サミュエルソン程度の英語です。 　英語を単語で置き換えて読んではいませんか？ 　色々な知識を読書で補いましょうとしか、アドバイスできません。

(1) この逆進性を減らしたり取り除いたりする選択肢として、可能な方法が3通りある。無税にしたり、税率を多様にすること、所得税を控除すること、増大する社会支出のために留保することである。 　前にも記載したように、このような文章を理解するには、税法や財政の知識が不可欠です。 　あなたが、経済学部の学生でこれが課題文なら、付加価値税の逆進性については、十分勉強していると思うのですが。それほど難しい英文ではありません。
