(1)最後のunderについて これはunder the weightで「重さを受けて～」の意味から使われているのだと思いますが、「原因」ということからwithやbyでも大丈夫なのでしょうか？ Israel has long complained that Cairo is turning a blind eye to the smuggling of tons of weapons and explosives through tunnels under Egypt's border with Gaza. (2)turningについて ここでは「見えない目」を「武器などの密輸入」に向けるということで全体として「武器などの密輸入に目をつぶる事」という意味だと思うのですがここはaimやtargetでも同じような言い方は出来るのでしょうか？ただturnには向ける？というか「変える」というニュアンスがあるように感じるので無理なのかもしれませんが Cairo is aiming(targetting) a blind eye at the smuggling…のような言い方は可能なのでしょうか？ お願いします。

under は under pressure、under the influence of the government などとおなじなので置き換えるなら Because of / due to でしょう。with / by では伝わりにくいです。 turn は turn a blind eye to という成句なので aim / target に代えれませんし、意味的に違ってくるでしょう。 turn は向きを変えるということです。a blind eye は見たくないものに blind eye を向けるということで、つまり見えないわけです。turn 以外は難しいでしょう。 letting them smuggle the weapons knowing that と言ってもよいでしょう。
