ボードは中古か新品か？

質問

USより基盤を輸入しています。輸入済みのある基盤が
新品か中古かを確認したところ次のメール回答がありました。意味がよくわからないです。

The board was used prior to shipment. The board was tested. We will attempt to do a better job informing you on when a part is new or used at the time of the order. The inventory system does not classify it as such.

どういうお店なのか、いまいち理解できませんが、
英文の意味は
The board was used prior to shipment.
基盤は出荷される前に使われていたものです。
The board was tested.
動作確認はしてあります。
We will attempt to do a better job informing you on when a part is new or used at the time of the order.
新品なのか中古品なのか、ご注文時にお知らせできるように努力しております。
The inventory system does not classify it as such.
しかし、商品管理のシステムがそのように分類されていません。
