About a decade ago I married my college sweetheart. My new mother-in-law was extremely frugal, so instead of the full-expense photo package, I bought a selection of photos I planned to make into an album myself.

＞あと、I plannedはI boughtの前の事なのに、なぜ過去完了にならないのでしょうか？
⇒過去形で表される事柄〈A〉より前の事〈B〉なら一律に過去完了で表現されるとは限りません。When I arrived at the station, the train had already left.のように、２つの事柄の前後関係を明確に示す必要がある場合は除かれますが、〈A〉も〈B〉も同じ過去形で表されることがよくあります。それは、「〈B〉が〈A〉より後ではない」、つまり、「〈B〉は〈A〉と同時かそれより前の事である、ということが示されれば十分である」という場合にそのような表現形式を取るわけです。

もちろん、〈B〉を過去完了で表現しても間違いにはなりません。
(1) I bought a selection of photos I planned to make into an album myself.
「私は自分でアルバムにする・組み込むことを計画した写真を選んで購入した」
に対して、
(2) I bought a selection of photos I had planned to make into an album myself.
「私は自分でアルバムにする・組み込むことを計画してあった写真を選んで購入した」
のようになります。

では、なぜ(2) のように過去完了形で表現しないか。
→ それは、単に「その必要がない」からです。

全ての写真一式を一冊のアルバムに綴じたセットを購入する代わりに、私は自分でアルバムに綴じたかった一部の写真のみを購入した。

I bought a selection of photos "that" I planned to make into an album myself.
という風に、"that" を省いていると考えると分かり易いかもしれん。

photos that I planned to make into an album. は自然ですが、
photos that I had planned to make into an album. は不自然です。

ちゃんとした答えになっていないかも知れないので、他の人の回答を待ってみてください。
