The Internet is useful tool in all over the world if you have a problem while you are traveling. いいと思います。ただ all over the world は、副詞句ですから名詞の前に置く前置詞 in は要らないと思います。 案１ The Internet is useful tool all over the world if you have a problem while you are traveling. 案２ The Internet is useful tool anywhere in the world if you are abroad.
