　fund は「残高」で、draw は「引き出し」、down は「（引き出すことによって預金の額が）下がる、ということです。

　「引き出し続けて預金高が減る」ということでしょう。

２。あと、within the course of a yearはin a yearやwithin a yearというのとどう違うでしょうか？

　そう違いませんが、in a year や within a year　だと一年間に一回調べればいい感じです。

　しかし　within the course of a year　となると、一年の過程で、何回も、という頻繁にチェックする感じがします。
