The Ottoman Empire joined the war on the side of the Central Powers in November 1914. The Ottoman Empire had gained strong economic connections with Germany through the Berlin-to-Baghdad railway project that was still incomplete at the time. The Ottoman Empire made a formal alliance with Germany signed on 2 August 1914. The alliance treaty expected that the Ottoman Empire would become involved in the conflict in a short amount of time. However, for the first several months of the war the Ottoman Empire maintained neutrality though it allowed a German naval squadron to enter and stay near the strait of Bosphorus.

This caused Great Britain to declare war against the German Empire, as the action violated the Treaty of London that both nations signed in 1839 guaranteeing Belgian neutrality and defense of the kingdom if a nation reneged. Ottoman officials informed the German government that the country needed time to prepare for conflict. Germany provided financial aid and weapons shipments to the Ottoman Empire. After pressure escalated from the German government demanding that the Ottoman Empire fulfill its treaty obligations, or else Germany would expel the country from the alliance and terminate economic and military assistance, the Ottoman government entered the war with the recently acquired cruisers from Germany, the Yavuz Sultan Selim (formerly SMS Goeben) and the Midilli (formerly SMS Breslau) launching a naval raid on the Russian port of Odessa, thus engaging in a military action in accordance with its alliance obligations with Germany.

The Zimmermann Telegram (or Zimmermann Note) was an internal diplomatic communication issued from the German Foreign Office in January 1917 that proposed a military alliance between Germany and Mexico in the event of the United States' entering World War I against Germany. The proposal was intercepted and decoded by British intelligence. Revelation of the contents enraged American public opinion, especially after the German Foreign Secretary Arthur Zimmermann publicly admitted the telegram was genuine on 3 March, and helped generate support for the United States declaration of war on Germany in April. The message came in the form of a coded telegram dispatched by the Foreign Secretary of the German Empire, Arthur Zimmermann, on 11 January 1917. The message was sent to the German ambassador to Mexico, Heinrich von Eckardt.

Conflicts took place in North Africa during World War I (1914–1918), between the Entente and the Central powers. The Senussi of Libya sided with the Ottoman Empire against the British Empire and the Kingdom of Italy. On 14 November 1914, the Ottoman Sultan proclaimed Jihad and sought to create a diversion to draw British troops from the Sinai and Palestine Campaign. The Italian state wished to preserve the gains made in the Italo-Turkish War. The Senussi Campaign took place in north Africa, from 23 November 1915 – February 1917. In the summer of 1915, the Ottoman Empire persuaded the Grand Senussi Ahmed Sharif to attack British-occupied Egypt from the west, raise jihad and encourage an insurrection in support of an Ottoman offensive against the Suez Canal from the east. The Senussi crossed the Libyan–Egyptian border at the coast in November 1915. British Empire forces withdrew at first and then defeated the Senussi in several engagements, including the Action of Agagia. The British re-captured the territory along the coast by March 1916, with the Western Frontier Force of the Egyptian Expeditionary Force, which included the 1st South African Infantry Brigade.

The 500,000 Russian casualties during the offensive, culminating in the battle of Kowel "finished Russia as an active participant in the war" with its consumption of men and resources. The battle also had a far reaching impact on Austria, as it illustrated the country's reliance on Germany as well as deprived the nation of large numbers of fighting men. Romania, relying on a Russian success during the conflict, was overrun by Austria-Hungary, Germany and Bulgaria shortly after Russia's defeat. With the armed forces of both Germany and Austria-Hungary losing confidence in their monarchs as a result of the engagement, and with its effective removal of Russia from the war, the battle of Kowel remains one of the most influential of the war.

The German provocations were partially successful. Woodrow Wilson ordered the military invasion of Veracruz in 1914 in the context of the Ypiranga Incident and against the advice of the British government. War was prevented thanks to the Niagara Falls peace conference organized by the ABC nations, but the occupation was a decisive factor in Mexican neutrality in World War I. Mexico refused to participate in the embargo against Germany and granted full guarantees to the German companies for keeping their operations open, specifically in Mexico City. These guarantees lasted for 25 years —coincidentally, it was on 22 May 1942 that Mexico declared war on the Axis Powers following the loss of two Mexican-flagged tankers that month to Kriegsmarine U-boats.

In early July 1914, in the aftermath of the assassination of Austro-Hungarian Franz Ferdinand and the immediate likelihood of war between Austria-Hungary and Serbia, Kaiser Wilhelm II and the German government informed the Austro-Hungarian government that Germany would uphold its alliance with Austria-Hungary and defend it from possible Russia intervention if a war between Austria-Hungary and Serbia took place. When Russia enacted a general mobilization, Germany viewed the act as provocative.

During the 19th century, the major European powers went to great lengths to maintain a balance of power throughout Europe, resulting in the existence of a complex network of political and military alliances throughout the continent by 1900.[20] These began in 1815, with the Holy Alliance between Prussia, Russia, and Austria. When Germany was united in 1871, Prussia became part of the new German nation. Soon after, in October 1873, German Chancellor Otto von Bismarck negotiated the League of the Three Emperors (German: Dreikaiserbund) between the monarchs of Austria-Hungary, Russia and Germany. This agreement failed because Austria-Hungary and Russia could not agree over Balkan policy, leaving Germany and Austria-Hungary in an alliance formed in 1879, called the Dual Alliance. This was seen as a method of countering Russian influence in the Balkans as the Ottoman Empire continued to weaken.[9] This alliance expanded, in 1882, to include Italy in what became the Triple Alliance.[21] Bismarck had especially worked to hold Russia at Germany's side in an effort to avoid a two-front war with France and Russia. When Wilhelm II ascended to the throne as German Emperor (Kaiser), Bismarck was compelled to retire and his system of alliances was gradually de-emphasised. For example, the Kaiser refused, in 1890, to renew the Reinsurance Treaty with Russia. Two years later, the Franco-Russian Alliance was signed to counteract the force of the Triple Alliance. In 1904, Britain signed a series of agreements with France, the Entente Cordiale, and in 1907, Britain and Russia signed the Anglo-Russian Convention. While these agreements did not formally ally Britain with France or Russia, they made British entry into any future conflict involving France or Russia a possibility, and the system of interlocking bilateral agreements became known as the Triple Entente.[9]

The Sykes–Picot Agreement /ˈsaɪks pi.ko/, officially known as the Asia Minor Agreement, was a secret agreement between the United Kingdom of Great Britain and Ireland and the French Third Republic, with the assent of the Russian Empire, defining their proposed spheres of influence and control in Southwestern Asia should the Triple Entente succeed in defeating the Ottoman Empire during World War I. The negotiation of the treaty occurred between November 1915 and March 1916, the agreement was signed on 16 May 1916, and was exposed to the public in Izvestia and Pravda on 23 November 1917 and in the British Guardian on November 26, 1917. The Agreement is considered to have shaped the region, defining the borders of Iraq and Syria and leading to the current conflict between Israelis and Palestinians.
