契約書に「except for and subject to 」という表現がありました。 なんだか矛盾する意味のようで、意味がわかりません。 except for and subject to the representations and warrantiesはどう訳すのでしょうか。 「表明保証を除き、それに従って？」 よろしくお願いします。

あるCompetitionのGuidelineを読んでいて、以下の文章の意味がよくわかりませんでした。 Prizeを判断するJudging Panelについての記載で ----- The decision of the Judging Panel are final, binding, and are not subject to challenge. ----- 決定した事項はゆるぎない、という意味は分かるのですが、最後のsubject to challengeはどういう意味を表すのでしょうか?

Not to change the subject,but I'm starting to get a little hungry. という文章で、Not to change the subject,but... は「話は違うが、……」という意味だとなっていますが、どうしてNot to change the subject,で話が違ってしまうのでしょう？ subject(話）を not to change (変えない）気がするのですが…… ？？ よろしくご教示くださいませんでしょうか。
