意味の上から言うと、結果的にはどちらも同じだと思います。 １。全訳 財務省が果たして対策を出してくるかどうかは、はっきりしない、したがって最終的には地方自治体が決める事になるかも（分からない）。 ２。こうなると、前半がわかってないから、後半も当然分かっていない訳です。ですから、何だか、存在しない問題（＝前半がこうだから後半も当然）だったのではないでしょうか。

私の感覚では、It is unclear whether [A and B]. のような気がします。 [A ということが生じて、その結果として B ということが生じるかどうか] は不透明である。 というふうに読みました。 whether A or B. という形の文であれば両方がかかわりますが、この文の場合における A and B も、それに準じるもののように思われます。
