この言い回しは、いつも過去完了(had heard)+過去形(could)のセットです。 完了形のhaveと現在形のcanは一緒に使えません。 He could have spoken Frenchというのはアリですが、今回はその前のセンテンスが過去完了なので、could speakが正解です。
