oversample は追加標本でしょう。 relatively wealthy families は数が少ないので、a standard, geographically based random sample を取ると、relatively wealthy families に関する推定量の精度が不足する。対策として、その geographically based random sample に加えて更に relatively wealthy families の sample を special に取っている。ということだと思います。 この文は Introduction 辺りにあるのですよね？ これだけからでは、families が relatively wealthy であることをどう判断するのか、などがわかりませんので、本文にもう少し詳しい説明があるはずだと想像します。
