1. 間違った訳です 2,3は以下をご覧ください。 "responsibility for delivering it"までが主語 restsは動詞でwithとくっついて「～次第である、～にある」という意味に。 最後の部分を訳すと 「it (economic stability)を運ぶための責任は政府にある」 直訳すると 「経済の安定を保つ責任は政府にある」 全部の訳は以下のような感じになると思います。 ケインズは、「経済の安定は自由である上での基本的な要求である」と信じ、また「基本的な権利として、その経済の安定を保つ責任は政府にある」と信じている。
