英語の意味が分かりません・・どなたか助けてください！！
イラク戦争の戦後復興に関してなんですが、 Options include calling on the U.N., the European Union, or the Arab League to assist-in part, to avoid charges that U.S. troops have seized the oil bounty. という文章です。ちなみにこの前の文章はだいたい、米国はオイル・マネーの一部を復興に充てたい。だが、彼らも復興後の石油産業に関して政策を立てている、といったような内容です。 そもそも、上文（英文）の中の「bounty」という単語とoilをどうつなげればよいのか分かりません。to avoid charges that ～ というくだりも分かりません。分かるのは機関名くらい（^^;)です。 誰かお願いします！！

charge はこの場合「非難」、また bounty とは「賞金」とか「報酬」という意味でしょう。 >Options include calling on the U.N., the European Union, >or the Arab League to assist-in part 選択肢には国連、ヨーロッパ連合、アラブ連盟に対し 一部援助を呼びかけることも含まれている >to avoid charges that U.S. troops have seized the oil bounty (今回の戦争のおかげで)米軍が石油という報酬(石油利権)を 物にしたとのだいう非難を避けるために だいたいこういう意味ではないでしょうか。

bountyは、恵み、恩寵と言う意味です。 to avoid charges that ～のchargesは、値段とかコストとか賦課金とか税金などの意味です。 アメリカ軍が石油の恵みを接収してしまうという対価を避けるための選択肢の中には、国連、EUまたは、アラブ連合に、援助を求めるということも含まれる。 と訳せます。
